Ordered in 1942 for shunting duties at military depots in Britain and in readiness to support the return of allied forces to Europe the first 'austerity', WD 75000 was steamed on January 1st 1943. The engine was delivered to the Longmoor Military Railway, Hampshire in April. The Longmoor Railway had been set up by the Royal Engineers as the Woolmer Instructional Military Railway  in 1905 to train soldiers in all aspects of railway operation, such that the Royal Engineers could operate military trains over existing railways and quickly repair, recommission and man captured railway lines.
377 of these locomotives were built to Ministry of Supply orders by 1947, with construction by the Hunslet company under sub-contracted by Andrew Barclay & Sons, W.G Bagnall, Hudswell Clarke, Robert Stephenson & Hawthorn and Vulcan Foundry. Two further engines the this design were supplied to collieries during WW2.
As engines were released from military and subsequent service in Europe the War Department reviewed it now reduced need for locomotives and many were sold for commercial railway or industrial service. From the Hunslet 'austerity' 0-6-0ST fleet
90 locomotives were retained for service at military depots
75 locomotives were purchased by the LNER (given LNER class J94) in place of the LNER building new shunting engines.
Many more were sold to railways industries in the UK and Europe, the Dutch Railways bought 27, the Dutch mining company bought 9, the Tunisian Railways had 6 and one worked at the Peugeot plant in Valentigney.

After WW2, with experience of loaded 'austerity' locomotives, the new National Coal Board (NCB) ordered 77 new engines between 1948 and 1964. The Yorkshire Engine Company (a United Steel subsidiary) built 8 for Scunthorpe steelworks and the British Army added 14 new engines in 1952!
The Hunslet Engine Company purchased a number of used locomotives for refurbishment through the 1960s, supplying 13 to the NCB and 1 sold direct to a preservation group. A total of 485 'austerity' engines had been built, with the type remaining in industrial service until the early 1980s.

The austerity saddle tanks quickly proved useful for the growing heritage railways, being easy to maintain, economical to overhaul and with sufficient power to haul viable passenger trains over lines up to around 10 miles. Around 70 locomotives have been preserved in Britain, the Netherlands and Belgium with a significant percentage normally available for service.
