The Thirteenth Penal Legion is better known as Schaeffer's Last Chancers. Led by the fiercely uncompromising Colonel Schaeffer, the unit is the last stop for psychopaths, recidivists, thieves and other assorted scum otherwise destined for the firing squad. Schaeffer's ethos is simple; he will give the troops in his charge one chance to win the God-Emperor's forgiveness and in so doing save their souls. He will give them this chance by leading them into the most dangerous warzones to perform the most suicidal missions. Then, if they live, as his second-in-command Kage has continued to do, as much out of a desire to see Schaeffer dead as anything else, he will lead them into another potential death-trap.

Colonel Schaeffer and seven Last Chancers may be included in your Imperial Guard army as an HQ choice. Colonel Schaeffer and eight or more Last Chancers may be included in your Imperial Guard army as both an HQ choice and a Troops choice.
