A continuation of Collett's highly successful Hall class 4-6-0s the 'Modified Halls' were built to a revised design by F W Hawksworth. A number of design weaknesses were eliminated, most noticeably the continuation of the main frames right through to the front headstock, replacing the Churchward designed extension frame arrangement which was prone to stress fractures around the cylinders and drooping at the very front end.
Following nationalisation Britains railways still urgently needed a programme of locomotive renewals, so British Railways continued the already planned building programmes of the railway companies. Under lot number 368 the GWR had already ordered 30 Hall class engines to be numbered 6991-6999 and 7900-7919 under lot number 368 which was commenced in November 1948.

6998 Burton Agnes Hall was released to traffic in January 1949, sent to Cardiff Canton shed and serving from Shrewsbury and Southall shed before going Oxford until withdrawn from service in January 1966. While at Oxford the engine was chosen to work the last steam-hailed passenger service on the Western Region.
Considered to be in the best condition of the surviving modified Halls 6998 was purchased by the Great Western Society direct from British Railways service, going to Totnes until the society agreed a lease on the Didcot locomotive shed complex where 6998 has been housed since 1967.
